Cochrane was born in Sudbury, Ontario, the son of Violet (née Gagnon) and Ross Cochrane, a metallurgical engineer. He moved with his family to Oshawa, Ontario when he was 4 years old and then to Scarborough, Toronto when he was 12. Growing up in Scarborough, he attended W.A. Porter Collegiate Institute, where he was friends with Geddy Lee of Rush. Cochrane and Lee would play together in various bands, including a stint as The Projection, which they formed while attending high school.

In the late 1960s, Cochrane was playing in the Toronto-based rock band Harvest, which released two singles, "I Love You" and "Mr. Soul", before disbanding. He then joined the group Red Rider in 1978, with whom he achieved mainstream success in Canada. The band released their debut album Don't Fight It in 1979, followed by a string of successful albums and singles throughout the 1980s and early 1990s, including the hits "Lunatic Fringe", "Big League" and "Boy Inside the Man". Cochrane also released several solo albums throughout his career, including 1989's Ragged Ass Road, which produced the hit singles "Life Is A Highway" and "No Regrets".

In 2002, he was inducted into the Canadian Music Hall of Fame as a member of Red Rider. In 2006, he was inducted into the Canadian Music Industry Hall of Fame. In 2011, Cochrane received the Allan Waters Humanitarian Award for his work with various charitable organizations.

In 2013, Cochrane was awarded the Queen Elizabeth II Diamond Jubilee Medal. In 2017, he was presented with the Governor General's Performing Arts Award for Lifetime Artistic Achievement, Canada's highest honour in the performing arts.

Cochrane continues to tour and release new music, both with Red Rider and as a solo artist. His latest album, Take It Home, was released in 2019.
